Who does it affect?
Manufacturers, sellers, distributors and recylers of electrical and electronic equipment containing lead, mercury, cadmium, hexavalent chromium,polybrominated biphenyl's or polybrominated diphenyl ethers. This Directive covers the same scope as the Directive on waste electrical and electronic equipment (WEEE) except for medical devices and monitoring and control instruments. It also applies to electric light bulbs and light fittings in households.
Purpose
The Directive aims to:

protect human health and the environment by restricting the use of certain hazardous substances in new equipment; and

complement the WEEE Directive.

DIRECTIVE 2002/95/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 27 January 2003
On the restriction of the use of certain hazardous substances in electrical and electronic equipment
Member States shall ensure that, from 1 July 2006, new electrical and electronic equipment put on the market does not contain lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB) or polybrominated diphenyl ethers (PBDE). National measures restricting or prohibiting the use of these substances in electrical and electronic equipment which were adopted in line with Community legislation before the adoption of this Directive may be maintained until 1 July 2006.
Entry into force
This Directive shall enter into force on the day of its publication
in the Official Journal of the European Union.
Addressees
This Directive is addressed to the Member States.
